中小学校长信息化领导力的评价指标体系构建研究——以新疆生产建设兵团为例

中小学校长信息化领导力的评价指标体系构建研究——以新疆生产建设兵团为例

摘 要
 
我国正处于教育信息化2.0向教育信息化3.0发展的高速路上,近年来与教育信息化有关的政策和标准都表明校长信息化领导力需进一步提升,而中小学校长作为推动学校教育信息化发展的掌舵人,如何能在发展过程中行稳致远,最重要的就是其信息化领导能力,位于丝绸之路经济带上的新疆隶属多民族聚居地区,教育信息化的发展进程受多方面因素影响,而针对新疆地区中小学校长信息化领导力评价的研究还不多见,为此,本研究将构建一套量化的新疆生产建设兵团(以下简称兵团)中小学校长信息化领导力评价指标体系,以实现对兵团中小学校长信息化领导力的测评。
 
本研究运用文献研究法,完成中小学校长信息化领导力的理论研究,并基于发展性评价理论、王娟提出的中小学校长领导力评价的CIPP模型及孙祯祥教授提出的校长信息化领导力发展模型,依托我国及新疆教育信息化最新的政策标准及2014版《中小学校长信息化领导力标准(试行)》(以下简称《校长信息化领导力标准》),遵循科学性、系统性、适应性原则构建兵团中小学校长信息化领导力的评价指标体系。在构建过程中,首先运用德尔菲法,经过两轮论证与修改,确定了中小学校长信息化领导力的评价指标,其次,基于结构方程模型(SEM)构建了兵团中小学校长信息化领导力的评估结构模型,经检验模型拟合情况较好,再次,运用层次分析法计算出各级指标的权重,最终构建了一套包含信息化设计能力、信息化组织实施能力、信息化教学变革能力、信息化评价能力、信息素养5个一级指标、11个二级指标、34个三级指标的兵团中小学校长信息化领导力评价指标体系。
 
为了深入了解兵团中小学校长信息化领导力的发展现状,本研究基于构建的评价指标体系设计调查问卷,并随机调查了146位来自兵团各师团的中小学校长,发现兵团中小学校长信息化领导力的整体水平处于良好状态,其中兵团中小学校长的信息化组织实施能力、信息化评价能力、信息素养处于一般水平,不同年龄的校长在信息化设计能力上存在显著性差异,不同学校类别的校长在信息化领导力及五个一级指标上均存在显著性差异。此外,通过对调研数据的进一步分析发现兵团中小学校长信息化领导力主要存在“信息化组织实施能力较为薄弱”、“信息化评价能力水平差异较大”、“信息素养发展不均衡”三个突出问题,并通过多元回归分析发现,兵团中小学校长信息化领导力及一级指标中的信息化组织实施能力、信息素养均受校长所在学校类别的影响。最后,从地方教育行政部门和校长两个方面,为推进兵团中小学校长信息化领导力的提升提出合理化对策与建议。

Abstract
 
Our country is on the highway from education informatization 2.0 to education informatization 3.0.In recent years, policies and standards related to education informatization have shown that the informatization leadership of principals needs to be further improved. The principal of elementary and middle schools,as the leader of the development of informationization in school education, how to be stable and far-reaching in the development process, the most important thing is its informatization leadership ability. Xinjiang, located on the Silk Road Economic Belt, which is a multi-ethnic area.The development process ofeducation informatization is affected by many factors.There are few researches on the evaluation of information leadership of elementary and middle school principals in Xinjiang. Therefore, this study will build a quantitative evaluation index system for the informatization leadership of elementary and middle school principals of Xinjiang Production and Construction Corps (hereinafter referred to as Xinjiang Corps) to realize the evaluation of the informatization leadership of principals of Xinjiang Production and Construction Corps.
 
This research uses the literature research method to complete the theoretical research on the information leadership of elementary and middle school principals, and is based on the developmental evaluation theory,the leadership evaluation CIPP model of the elementary and middle school principals proposed by Wang Juan,and the principal information leadership development model of Professor Sun Zhenxiang ,Relying on the latest policy standards of education informatization in my country and Xinjiang and the 2014 version of "
 
Informatization Leadership Standards for Elementary and middle School Principals (Trial)" (hereinafter referred to as "Principal Informatization Leadership Standards"),and is constructed in accordance with the principles of scientific,systematic, and adaptable An evaluation index system for the information leadership of the principals of the Xinjiang Production and Construction Corps. In the construction process, firstly, the Delphi method was used,after double rounds of demonstration and modification,to determine the evaluation indicators for the information leadership of elementary and middle school schoolprincipals, and secondly, based on the structural equation model (SEM) to construct the informatized leadership of elementary and middle school principals of Xinjiang Corps After evaluating the structural model, the model fits well. Once again, the analytic hierarchy process is used to determine the weights of indicators at all levels,and finally a set of informatization design capabilities,informatization organization implementation capabilities,informatization teaching reform capabilities,Informatization evaluation ability, information literacy, 5 first-level indicators, 11 second-level indicators, and 34 third-level indicators, an evaluation index system for the informatization leadership of elementary and middle school principals of Xinjiang Corps.
 
In order to gain a deeper understanding of the current state of computerized leadership development of the principals of elementary and middle schools of the Xinjiang Corps,this paper designs a questionnaire based on the constructed evaluationindex system, and randomly surveys 146 elementary and middle school principals from various divisions of the Xinjiang Corps, and finds that the overall information leadership of the Xinjiang Corps elementary and middle school principals is in a good condition. Among them, the informatization organization and implementation ability,informatization evaluation ability, information literacy of the principals in Xinjiang Corps, which are in a general level. Principals of different ages have significant differences in informatization design capabilities, and principals of different school categories have significant differences in informatization leadership and the five first-level indicators. In addition, further analysis of the survey data revealed that the elementary and middle school chiefs of the Information Guidance Department mainly included "weak implementation ability of information organizations", "major difference in information evaluation ability", and "non-uniformity". It turned out that there was.Information literacy ".Through multiple linear regression analysis,it was found that the leadership of informatization, the implementation ability of informatization organizations, and the information literacy of principals of Xinjiang Corps elementary and middle schools are all influenced by the semester to which the principal belongs. Finally, from the two aspects of the local education administrative department and the principal, it puts forward reasonable countermeasures and suggestions for promoting the enhancement of the informatization leadership of the principals of the Xinjiang Corps.
