| 巴中市平昌县建筑装修行业拖欠农民工工资问题研究 摘要：拖欠农民工工资问题是一件治理时间长、治理难度大且发生频率高的事情，尽管我国已经在保障农民工工资问题方面做出了很大努力，收效也显著，但我们拖欠农民工工资问题仍层出不穷。解决农民工工资问题刻不容缓，解决建筑装修等重点拖欠农民工工资问题更是迫在眉睫。本文研究拖欠农民工工资问题将从拖欠农民工工资的根源入手，通过站在政府、企业和农民工共三方主体的角度，分析拖欠农民工工资的根源及影响因素，提出解决拖欠农民工问题的对策，消解因农民工欠薪问题而引发的社会不稳定因素。本文通过案例分析，依据农民工定义，从建筑装修等重点欠薪领域着手，结合本人在人力资源和社会保障局所属劳动监察保障大队的实习经历，分析拖欠农民工工资的原因及影响因素，结合相关法律法规和实践中处理相关案例的经验，谈谈如何处理拖欠农民工工资问题。 关键词：农民工；拖欠工资；建筑装修类行业 Research on the wage arrears of migrant workers in the construction and decoration industry of Pingchang County, Bazhong City Abstract: The wage arrears of migrant workers is a long-term problem, difficult and frequently occurring. Although China has made great efforts to guarantee the wages of migrant workers and has achieved remarkable results, the wage arrears of migrant workers is still emerging. It is urgent to solve the problem of migrant workers' wages,and it is even more urgent to solve the problem of key arrears of wages to migrant workers such as construction and decoration. Study the wage arrears of migrant workers from the perspective of the root causes of wage arrears.From the perspective of the government, enterprises and migrant workers,analyze the root causes and influencing factors of wage arrears of migrant workers, put forward countermeasures to solve the problem of wage arrears of migrant workers, and eliminate the social instability caused by the wage arrears of migrant workers. Through case analysis, according to the definition of migrant workers,starting from key areas of salary arrears such as construction decoration, combining my internship experience in the labor supervision and security brigade of the Human Resources and Social Security Bureau,analyzing the causes and influencing factors of salary arrears of migrant workers, and handling relevant cases in combination with relevant laws, regulations and practices.
