| 数字经济背景下竞争性国企治理体系重构研究 摘要 竞争性国企的市场化改革是国企混合所有制改革的关键领域，治理体系重构又是竞争性国企混改的首要任务，数字经济的快速发展为竞争性国企治理体系重构带来新的机遇。本文对数字经济时代发展参与混合所有改革的竞争性国企治理体系开展研究，针对竞争性国企面临的股权所有者缺位、决策机制失灵以及治理体系滞后等问题，运用区块链、大数据等技术对竞争性国企进行数字化升级，并提出建设数字协同工作平台、线上共治决策委员会以及增量期权通证激励机制等设想，动态优化竞争性国企的股权比例，构建了更科学、透明的决策机制，革新了企业的治理体系，推动了竞争性国企的整体资源配置效率，在数字经济时代下推动竞争性国企的市场化改革之路。 关键词：数字经济；竞争性国企；通证；治理体系；混合所有制改革 Abstract The marketization reform of competitive state-owned enterprises is the key field of mixed ownership reform of state-owned enterprises,and the reconstruction of governance system is the primary task of mixed ownership reform of competitive state-owned enterprises. The rapid development of digital economy brings new opportunities for thereconstruction of governance system of competitive state-owned enterprises. This paper studies the governance system of competitive state-owned enterprises that participate in the mixed ownership reform in the era of digital economy. In view of the problems faced by competitive state-owned enterprises,such as the absence of equity owners,the failure of decision-making mechanism and the lag of governance system,it uses blockchain, big data and other technologies to digitally upgrade competitive state-owned enterprises, and proposes the construction of digital collaborative work platform and online co governance decision-making The Committee and the incentive mechanism of incremental options, etc., dynamically optimize the equity ratio of competitive state-owned enterprises,build a more scientific and transparent decision-making mechanism,innovate the corporate governance system,promote the overall resource allocation efficiency of competitive state-owned enterprises, and promote the market-oriented reform of competitive state-owned enterprises in the era of digital economy.
