摘 要

加强立法监督可以有效地提高立法质量，确保法律体系的和谐统一，对加强我国法治化建设进程具有重要的意义。当前，我国立法监督依然存在备案审查范围不清、问责机制不健全、立法监督主体规定不够明确、立法监督程序不完善等诸多不足，导致了在实践中立法监督工作未能充分发挥应有的作用。在我国民主法治建设取得不断进步、社会主义特色法治体系日益完善的当下，完善立法监督制度成为了国家立法制度的重要方面。要进一步落实依法治国建设社会主义法治国家基本方略，必须重视完善我国的立法监督体系。

Abstract

Strengthening legislative supervision can effectively improve the quality of legislation and ensure the harmony and unity of the legal system,which is of great significance to strengthening the construction process of the rule of law in China. At present, China's legislative supervision still has many shortcomings,such as unclear filing review scope, imperfect accountability mechanism,unclear provisions on the subject of legislative supervision,and imperfect legislative supervision procedures, which lead to the failure of legislative supervision to fully play its due role in practice. With the continuous progress in the construction of democracy and the rule of law in China andthe increasingly perfect system of the rule of law with socialist characteristics,improving the legislative supervision system has become an important aspect of the national legislative system. In order to further implement the basic strategy of ruling the country by law and building a socialist country under the rule of law,we must attach importance to perfecting the legislative supervision system of our country.
