| 江苏省PC监狱系统罪犯行为矫正改造问题研究 摘 要 如何对监狱罪犯进行行为矫正改造从而使其转化成守法公民是当前监狱机关面临的重大课题。当前我国监狱罪犯行为矫正改造研究较少，现有理论十分有限。理论界普遍认为狱政管理、教育改造、劳动改造是改造罪犯的基础三大手段，这三种手段在罪犯行为矫正方面发挥重要作用的同时，也带来了一定的问题。由于狱政管理相对粗放导致其难以更好发挥保障作用，教育改造体制的不健全导致教育改造主导作用不强，劳动改造悖离“改造”宗旨，加剧了劳动改造功能的弱化。基于此，本论文在监狱执法环境、经济环境、社会舆论环境和罪犯构成、监狱人民警察队伍构成等发生变化的背景下，结合国家的有关法律和规定，以江苏省PC监狱系统罪犯行为矫正情况为例，对其罪犯行为矫正管理问题进行分析，并针对问题分析了原因以及提出了相应的对策。 关键词：罪犯行为矫正；劳动改造；教育改造；狱政管理；监狱民警 Abstract How to carry out behavior correction and transformation of prison inmates so as totransform them into law-abiding citizens is a major issue facing prison agencies. At present, there are few studies on the behavior correction and reformationof prison inmates in my country, and the existing theories are very limited. Theorists generally believe that prison administration,education reform, and labor reform are the three major means of reforming criminals. While these three methods play a role in correctingprisoners' behavior, they also bring certain problems. Due to the relatively extensive management of prison administration, it is difficult for them to better play the role of guarantee. The imperfect education reform system leads to the weak leading role of education reform.Labor reform deviates from the purpose of "reform" andaggravates the weakening of the function of labor reform. Based on this, under the background of changes in the prison law enforcement environment, economic environment,social public opinion environment and the composition of prison personnel,and the composition of prison people’s police force,this paper combines the relevant laws and regulations of the country to take the behavior of prisoners in the PC prison system of Jiangsu Province Take the correction situation as an example, analyze the behavior correction management problems of prisoners, analyze the reasons for the problems and put forward corresponding countermeasures.
