| 基于政策工具视角的江苏省养老服务政策优化研究 摘 要 随着我国人口老龄化程度不断加深，党的十九届五中全会明确提出“实施积极应对人口老龄化的国家战略”。在当前积极应对人口老龄化的背景下,养老服务业发展日益成为具有中国特色养老保障的重要支撑力量。在中央和各地方政府的共同努力下,我国养老服务供给规模持续扩大，发挥出一定的养老保障成效。江苏省是全国最高迈入人口老龄化的省份，并且于2018年进入深度老龄化社会。随着人口老龄化的加剧和养老服务需求的多元化，其养老服务政策仍然存在一系列具体问题。 从政策工具理论视角出发，以江苏省养老服务相关政策为研究对象，将定量分析与定性分析相结合，构建了分析框架分析江苏省养老服务政策存在的问题及原因，并提出优化江苏省养老服务政策的对策建议。首先，基于政策工具视角梳理江苏省养老服务政策的演进历程和演变特征；其次，以江苏省2000年至2020年颁布的106条养老服务政策文本为研究对象，构建了政策工具和养老服务内容二维分析框架，分析江苏省养老服务政策文献计量情况和文本内容情况。最后，为积极有效应对人口老龄化，推动江苏省养老服务业的发展，对江苏省养老服务政策提供具有理论依据的政策建议，从建立健全养老服务政策体系、优化政策工具使用结构、完善养老服务内容和加强养老服务内容政策工具协调四个方面展开。 关键词：政策工具；养老服务；政策分析 Abstract With the deepening of China's aging population,the Fifth Plenary Session of the 19th CentralCommittee of the Communist Party of China clearly put forward "the implementation of a national strategy to actively respond to the aging of the population." Under the background of actively coping with the aging of the population,the development of the old-age service industry has increasingly become animportant supporting force for the old-age security with Chinese characteristics. With the joint efforts of the central government and local governments,the scale of the supply of old-age services in China has been continuously expanded, and a certain amount of old-age security has been achieved. Jiangsu Province is the country's highest-aging province, and in 2018 into a deeply aging society.With the increasing aging of the population and the diversification of the demand for old-age services, there are still a series of specific problems in the policy of old-age services. Based on the theoretical perspective of policy tools,this study combines quantitative analysis with qualitative analysis to analyze the problems and causes ofthe policy of old-age service in Jiangsu Province, and puts forward some suggestions to optimize the policy of old-age service in Jiangsu Province. First of all, based on the perspective of policy tools to comb the evolution of Jiangsu Province's pension service policy evolution and evolution characteristics, and secondly,with 106 pension service policy texts promulgated in Jiangsu Province from 2000 to 2020 as the research object,the two-dimensional analysis framework of policy tools and pension service content is constructed, and the paper measurement and text content of Jiangsu Province's pension service policy are analyzed. Finally, in order to actively and effectively cope with the aging of the population and promote the development of the old-age service industry in Jiangsu Province,the policy recommendations with theoretical basis areprovided for the old-age service policy in Jiangsu Province, starting from the four aspects of establishing and perfecting the policy system of old-age service, optimizing the structure of the use of policy tools, perfecting the content of old-age service and strengthening the coordination of the content of old-age service.
