摘要：随着网络技术的快速发展，网络诈骗案件案件的发案率也越来越高。给老百姓造成了难以估量的损失。网络诈骗手法更新速度很快，涉及产业链众多，已经成为社会治理的一大难题。南京市公安机关在电信诈骗案件中付出了巨大心血，虽取得一定成效，但发案率还是居高不下，治理工作难以开展。为此我们需要找到网络诈骗发案率居高不下的原因，深入探讨，运用科学理论方法提出有针对性，可操作性较强的对策，以便推动电信网络诈骗治理方式的改进与变革，进一步压发电信网络诈骗警情，更好维护广大人民群众的根本利益。

Brief analysis of the current situation of modern network fraud and prevention countermeasures -- taking Nanjing City as an example

Abstract：With the rapid development of network technology, the incidence of network fraud cases is getting higher and higher. It caused incalculable losses to the common people. Network fraud methods update quickly, involving many industrial chains, has become a major problem of social governance. Nanjing public security organs have made great efforts in the telecom fraud cases, although some results have been achieved, but the incidence rate is still high, and the governance work is difficult to carry out. Therefore we need to find the cause of the high ratings, network fraud probe, using the theory of scientific method put forward targeted, maneuverability strong countermeasures, so as to promote the improvement and reform of telecommunications network fraud governance, further pressure of telecom network fraud alert, better safeguard the fundamental interests of the broad masses of the people's.
