摘要：未成年人犯罪的比例在当今社会显著增加,未成年人犯罪率在上升。在某种意义上,未成年人犯罪决定了一个国家的犯罪趋势,因此,做好未成年人犯罪的预防是一个国家刑法的基础，如何在刑事诉讼制度有效的根据未成年人的特点,建立一套适合未成年人刑事诉讼程序,有效地纠正犯罪,降低未成年人犯罪率和再犯率，是许多国家的重要目标。
