| A智慧居家养老服务的困境及对策——以咸阳市渭城区为例 摘要 由于老年人口数量的逐年攀升，中国正面临着经济上的“未富先老”和体制上的“未备先老”的严峻形式的老龄化问题。日益突显的老龄化问题将对我国国家治理水平、政府职能发挥、社会养老保障体系、养老服务水平提出更高水平的要求。同时，伴随着人工智能、信息技术、物联网等现代技术逐步发展和广泛应用到日常生活中，促进了居家、机构、社区等不同养老方式的整合发展，使传统养老模式融入了新的理念，为解决我国养老瓶颈问题带来了新的发展机遇。智慧居家养老服务是当前国内智慧养老的一种典型模式，在贴合中国传统养老理念的基础上对传统家庭养老模式进行优化和完善，致力于提升居家养老的质量和水平，满足老年人口的养老需求。本文通过运用系统理论和马斯洛需求层次理论，以咸阳市渭城区为研究对象，使用问卷调查法、文献资料法，对现阶段实施状况进行深入调研。对现阶段智慧居家养老服务现状进行分析，找出其发展中的深层次问题及原因，对当前发展困境提出解决措施。 关键字：智慧居家养老服务；智慧养老；养老问题 Abstract As the number of elderly population increases year by year, China is facing the severe form of aging problem, which is "getting old before getting rich" in economy and "getting old before getting ready" in system. The increasingly prominent aging problem will put forward higher requirements for China's national governance level, government function play, social old-age security system and old-age service level. At the same time, with the gradual development and wide application of modern technologies such as artificial intelligence, information technology and the Internet of Things in daily life, it promotes the integrated development of different pension modes such as home, institutions and communities, and makes the traditional pension mode integrate new ideas, bringing new development opportunities to solve the bottleneck problem of China's pension. Smart home care service is a typical model of smart care in China. It optimizes and improves the traditional family care model on the basis of the traditional Chinese pension concept, and is committed to improving the quality and level of home care to meet the needs of the elderly population. By using the system theory and Maslow's Hierarchy of Needs Theory, this paper takes Weicheng District of Xianyang City as the research object, uses the questionnaire survey method and the literature data method to conduct an in-depth investigation on the current implementation situation. This paper analyzes the present situation of intelligent home care service, finds out the deep-seated problems and reasons in its development, and puts forward solutions to the current development dilemma.
