摘 要

20世纪90年代以来，随着信息时代的来临和信息网络的日渐成熟，信息通信技术的迅速发展改变了全世界，也深刻影响着政府。政府数据治理就是社会深度信息化的产物，为政府在信息时代政府实现“善治”提供了新的契机和方法。现阶段国内外有关政府数据治理的研究文献数不胜数，但大多集中在政府数据治理框架构建、数据开放以及各国政府数据治理模式等研究上，对于政府数据治理中存在的多维冲突研究较少，有关的政府数据治理的法律法规也不完善。因此本文以北京市政务数据资源网为基础进行数据分析，并大量研究有关国内外有关政府数据治理的文献，以此来总结归纳出政府在数据治理中存在的多维冲突和学理因由以及化解方法的普遍规律，从而推动我国政府数据治理的开发和利用，为我国政府数据治理实践提供启示和经验。

ABSTRACT

Since the 1990s, with the advent of the information age and the growing maturity of the information network. The rapid development of Information and communication technologies has changed the world and profoundly affected governments. Government data governance is the product of Deep Information Society, which provides a new opportunity and method for government to realize "good governance" in the information age. At present, there are numerous domestic and foreign research literature on government data governance, but most of them focus on government data governance framework construction, data opening and government data governance models of various countries, there is little research on multi-dimensional conflict in government data governance, and the related laws and regulations of government data governance are not perfect. Therefore, this paper makes data analysis based on Beijing Municipal Government Data Resource Network, and studies a lot of documents about government data governance at home and abroad, in order to sum up the multi-dimensional conflict and academic reasons of the government in data governance and the universal law of resolving methods, so as to promote the development and utilization of government data governance in China, provide enlightenment and experience for government data governance practice in China.
