摘要：随着日益变化的政治经济形势，我国社会的主要矛盾转变为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾，由此产生的公共需求对建设服务型政府提出新的要求。通过对服务型政府建设过程中存在的服务不到位、体制机制不健全、公民意识薄弱等问题进行分析研究，不断向“建设人民满意的服务型政府”的改革目标和任务靠拢。地方政府应当转变政府职能，全心全意为人民服务，根据社会需求的变化调整职能重心，促进政府职能的动态配置，加大提供公共服务的力度，发挥与社会、市场和谐“共治”的职责，促进多元协同与效力高效相统一，完善监督体制，进一步优化服务沟通方式和渠道，探索符合各地具体实情的服务政府模式，建设一个灵活、廉明、高效、人民满意的服务型政府。

Abstract：With the changing political and economic situation, the main contradiction of our society has changed into the contradiction between the people's growing needs for a better life and the unbalanced and inadequate development. The resulting public demand puts forward new requirements for the construction of a service-oriented government. Through the analysis and Research on the problems existing in the process of building a service-oriented government, such as inadequate service, imperfect system and mechanism, weak civic awareness and so on, the reform goal and task of "building a service-oriented government to the satisfaction of the people" are constantly approached. Local governments should change their government functions, serve the people wholeheartedly, adjust the focus of their functions according to the changes in social needs, promote the dynamic allocation of government functions, increase the efforts to provide public services, give full play to the responsibility of "co governance" in harmony with the society and the market, promote the unity of pluralistic coordination and efficiency, and improve the supervision system, We will further optimize the ways and channels of service communication, explore a service-oriented government model that is in line with the specific situation of various regions, and build a flexible, honest, efficient and people-oriented government.
