【摘 要】 民主监督是我国监督体系的重要环节，是经过历史和实践检验的具有中国特色的监督制度。其立足于我国协商式的政治模式，充分彰显了民主协商的特色，体现了党内外合作监督的功能优势。当前我国民主监督还存在信息不对称、模式缺乏创新、评价反馈机制不健全、公众认知度低等问题。党的十九大报告对民主监督提出了新的要求，根据相应的工作指导，在全面深化监察体制改革的背景下，要求充分发挥民主监督的效能，明确其功能定位，把握制度运行的程度和边界。一方面要将民主监督置于全方位、立体化的监督体系中，使民主监督与其他监督模式协同合作，形成监督合力；另一方面要完善多部门协调配合机制，探索多种形式并存的监督互动模式，提升民主监督的整体实效，为建立“一元多体”的监督体制贡献其独特的制度优势。

On Democratic Supervision Of State Supervision

Abstract:Democratic supervision is an important part of China's supervision system, which has been tested by history and practice and has Chinese characteristics. It is based on the political mode of consultation in China,fully demonstrates the characteristics of democratic consultation, and embodies the functional advantages of cooperation and supervision inside and outside the party. At present, there are still some problems in China's democratic supervision, such as asymmetric information, lack of innovation in the mode,imperfect evaluation and feedback mechanism, and low public awareness. The report of the 19th National Congress of the Communist Partyof China puts forward new requirements for democratic supervision. According to the corresponding work guidance,under the background of comprehensively deepening the reform of the supervision system,it is required to give full play to the effectiveness of democratic supervision, clarify its function orientation, and grasp the degree and boundary of the system operation. On the one hand, democratic supervision should be placed in an all-round and three-dimensional supervision system, so that democratic supervision can cooperate with other supervision modes to form a joint force of supervision;on the other hand, multi department coordination mechanism should be improved,and various forms of supervision interaction mode should be explored,so as to enhance the overall effectiveness of democratic supervision and contribute its unique system to the establishment of a "unitary and multi-body" supervision system Advantages.
