徐州市村干部队伍建设中的问题与对策研究
摘 要
党的十九大报告提出实施乡村振兴战略。实现乡村振兴,离不开一支懂农业、爱农村、爱农民的村干部队伍。作为社会主义新农村建设的直接推动者、组织者和实践者,村干部队伍是农村各项工作的中坚力量,是党的路线、方针、政策在农村的贯彻者和实施者,在乡村振兴战略实施过程中起着关键作用。在中国特色社会主义迈入新时代的背景下,村干部队伍建设还存在一些可以提升之处。因此,现阶段如何有效加强村干部队伍建设是个值得思考研究的课题。
本文以徐州市村干部队伍为研究对象,采用文献分析法、实证调查法和对比分析法,对这支队伍的建设情况进行了深入研究,坚持问题导向,提出了推动村干部队伍建设的对策建议。首先,对村干部队伍进行界定,并阐述了时代背景和研究理论。其次,依据实证调查数据,对徐州市村干部队伍建设现状、存在问题及产生问题的深层次原因进行了详细分析。再次,基于文献调查和对比分析,掌握国内外在村干部队伍建设和社区治理上的经验做法。最后,从村干部队伍选拔使用机制、监督管理机制、教育培训机制和激励保障机制等四个方面提出科学可行的对策建议,助益于徐州市乡村振兴战略的实施和“强富美高”目标的实现。

Abstract
The 19th National Congress of the Communist Party of China proposed the Rural Revitalization Strategy. To revitalize the countryside,a team of village cadres who understand agriculture, love the countryside and farmers is indispensable. As the direct promoters, organizers and practitioners of the new socialist countryside construction, the village cadres are the backbone of all rural work,the implementers of the Party's line, principles and policies in rural areas,and play a pivotal role in the implementation of the rural revitalization strategy. However, under the background that socialism with Chinese characteristics has entered a new era, there are still many problems in the construction of village cadres. Therefore, how to effectively strengthen the construction of village cadres is a subject worth thinking and studying.
In this paper, Xuzhou village cadres are taken as the research object,and an in-depth study on the construction of the team is launched with the methods of literature analysis, empirical investigation and comparative analysis. In the end, some countermeasures and suggestions to promote the construction of village cadres are put forward. First of all, the village cadre team is defined,and the era background and research theory are elaborated. Secondly, on the basis of empirical survey data,the present situation of Xuzhou village cadre team construction, the existing problems and the deep-rooted causes are analyzed in detail. Thirdly, the domestic and foreign experience and practices in village cadre team constructionand community governance are grasped with the literature investigation and comparative analysis. Finally, scientific and feasible countermeasures and suggestions are put forward from the four aspects of selection and employment mechanism,supervision and management mechanism,education and training mechanism andincentive and guarantee mechanism of village cadre team, which are beneficial to the realization of the strategy of Rural Revitalization and the "Strong, Rich, Beautiful and High" in Xuzhou.
