| 广州市城中村环境卫生治理研究
摘 要
城中村脏乱差是快速推进城市化进程中出现的一种新的城市化问题，随着经济的发展和人们生活水平的提高，城中村环境卫生问题日益突出，它严重影响到城市综合竞争力的提升、城市功能的发挥和城市现代化的推进，严重影响到了人民群众的生命健康安全。
本文以尝试着对广州市城中村环境卫生治理体制、政策等方面进行系统的梳理，并以广州市城中村的的代表-大源村为例，对其深入解剖，在系统总结大源村环境卫生治理方面经验基础上，发现广州市城中村还存在各种垃圾随意丢弃、垃圾分类落实不到位、建筑垃圾乱堆乱放和作业机械化程度低等问题，针对问题背后深层次的原因，例如：政府的重视程度不够、治理主体单一、治理机制不健全和居民环保意识差等，本文运用协同治理理论和计划行为理论尝试这从宏观和个体微观的角度进行分析，得出治理广州市城中村环境卫生问题的建议和对策，例如：健全环卫管理机制、完善协同治理体系、鼓励多方参与、提高科技治理能力、构建检查监督体系和改进教育激励方式等措施，希冀通过以上措施帮助城市治理决策者提供思路参考，构建广州市环境卫生共建共治共享社会治理格局，营造优美靓丽城市环境。

Research on Environmental Sanitation Management of Urban Villages in Guangzhou
Abstract
With the development of economy and the improvement of people's living standards,the environmental health problem of urban villages has become increasingly prominent, which seriously affects the promotion of the city's comprehensive competitiveness, the exertion of urban functions and the promotion of urban modernization, and seriously affects the people's health and safety.
This paper attempts to systematically sort out the environmental health managementsystem and policies of urban villages in Guangzhou, and takes Dayuan village,the representative of urban villages in Guangzhou, as an example to deeply dissect it. On the basis of systematically summing up the experience of environmental health management in Dayuan village, it is found that there are still many problems in urban villages in Guangzhou, such as random disposal of all kinds of garbage,inadequate implementation of garbage classification and construction waste In view of the deep-seated reasons behind the problems, such as: the government does not pay enough attention, the governance subject is single,the governance mechanism is not perfect and the residents' awareness of environmental protection is poor,this paper tries to use the theory of collaborative governance and planned behavior to analyze from the macro and individual micro perspective, and comes to the conclusion of the governance of urban village environmental sanitation in Guangzhou Suggestions and Countermeasures to solve the health problems, such as: improving the environmental sanitation management mechanism, improving the collaborative governance system, encouraging multi-party participation, improving the ability of science and technology governance, building the inspection and supervision system and improving the education incentive mode, hope to help urban governance decision-makers to provide ideas and reference through the above measures, to build a co governance and sharing social governance pattern of environmental sanitation in Guangzhou, and to create a harmonious environment Beautiful urban environment.
