| 广东省地方政府治理问题研究 摘要 对我国来说，促进基层施政能力建设是应对时代变化和变化的一个重要挑战。本文采用各种方法根据要探讨的问题进行研究，主要包括理论分析和经验分析的结合，以及定性和定量分析的结合。在理论分析中，重点是理解施政能力，以及界定地方政府社会施政能力和指数制度的概念。这篇文章首先根据公共选择和公共服务等基本理论对研究对象进行分析。提供质量描述，综合现有的研究成果，并根据广东省政府的实际情况制定评估指数制度。本文将广东省作为实证分析的样本，以量化其治理能力。根据这项评估的结果，深入研究限制提高地方政府社会治理能力的制约因素，以便找到相应的解决办法，促进地方政府社会治理能力的提高，提高人民的生活水平和经济及社会发展水平，并建立一个共同治理和分享的社会治理模式。 关键词：政府治理；政府职能；政府执政；广东省 Abstract For China， promoting the construction of grassroots governance capacity isan important challenge to cope with the changes and changes of the times. This paper uses various methods to study the problems to be discussed，including the combination of theoretical analysis and empirical analysis， as well as the combination of qualitative and quantitative analysis. In the theoretical analysis， the key point is to understand the governance capacity，and to define the concept of social governance capacity and index system of local government. This paper first analyzes the research object accordingto the basic theories of public choice and public service. Provide quality description， synthesize the existing research results，and formulate the evaluation index system according to the actual situation of Guangdong provincial government. This paper takes Guangdong Province as the sample ofempirical analysis to quantify its governance capacity. According to the results of this assessment，we should deeply study the restrictive factors restricting the improvement of local government's social governance capacity，so as to find corresponding solutions， promote the improvement of local government's social governance capacity， improve people's living standards and economic and social development level， and establish a social governance model of common governance and sharing.
