我国公务员聘任制的发展现状与完善路径探究

内容提要
 
在公务员领域引入公务员聘任制度是我国公务员管理制度的一次重大创新与突破。将政府部门与公务员订立合同从而确定双方的权利义务关系和薪酬、福利、聘任期限等相关内容,与我国的公务员制度比较,其更加灵活,符合市场经济发展的规律和要求。我国建立公务员聘任制度后,很多省市结合本区域内的实际情况,进行重要尝试,本文主要对我国公务员聘任制的发展现状和完善路径进行探究,首先对公务员聘任制的基本内涵进行介绍,其次以我国深圳市为例,就公务员聘任制的发展现状进行分析,再次对当前公务员聘任制度发展过程中存在的各种问题。在我国实践经验的基础上,对我国当前公务员聘任制度的完善进行探究。通过本文的研究和分析,不仅对该项制度有较为清晰的了解,同时要对其实践现状以及未来的发展方向等进行一定的预测,为我国该项制度的完善提供一定的建议。

Abstract
The introduction of civil servant appointment system in the field of civil servants is a major innovation and breakthrough in the civil service management system of our country. The contract between government departments and civil servants is concluded in order to determine the relationship between the rights and obligations of both parties and the compensation and welfare of both parties. Compared with the civil service system of our country, it is more flexible and conforms to the laws and requirements of the development of the market economy. After the establishment of the civil servant appointment system in China, many provinces and cities have combined the actual situation in their respective regions. In this paper, the author mainly explores the current situation of the civil servant appointment system in China and the way to perfect it. Firstly, it introduces the basic connotation of the civil servant appointment system, and secondly, it introduces the basic connotation of the civil servant appointment system in our country.Taking Shenzhen as an example, this paper analyzes the present situation of the civil servant appointment system, and again analyzes the problems existing in the development of the current civil servant appointment system. On the basis of our country's practical experience, Through the research and analysis of this paper, we should not only have a clear understanding of the system, but also predict its practical status and future development direction. It provides some suggestions for the perfection of this system in our country.
