| 齐齐哈尔市旅游发展概述与规划 摘 要 近些年，齐齐哈尔市旅游产业发展相对迅速，但是在快速发展过程中也暴露了一些问题。其中最严重的问题仍然出现在政府对旅游业的管理层面。本研究以政府管理视角作为研究切入点，将公共管理、经济学等相关理论进行整合，指导后续研究。通过笔者在齐齐哈尔市实习过程中所获取的相关资料作为数据基础，将齐齐哈尔市旅游业发展中的管理问题进行深入剖析，然后提出解决对策。 本研究的主要工作将国内外针对旅游规划发展策略的相关研究进行了综述，了解现有研究的成果，支持本研究的继续进行。基础研究部分主要介绍了旅游、旅游业、旅游资源等概念，并且将新公共管理理论、可持续发展理论等研究所需理论进行了介绍。然后介绍了齐齐哈尔市旅游发展的基本情况、现有成绩、存在问题等，其中问题分析利用了实习过程中收集的数据资料以及网络公开资料。最后为齐齐哈尔市旅游发展规划部分。该部分分析了齐齐哈尔市旅游业的优势与劣势。然后结合前文中分析得出的齐齐哈尔市旅游现有问题进行综合分析，从不同角度提出齐齐哈尔市旅游业发展规划策略。 关键词：旅游；发展规划；齐齐哈尔市；政府管理 ABSTRACT In recent years, the tourism industry of Qiqihar has developed relatively rapidly, but some problems have been exposed in the process of rapid development. One of the most serious problems still arises in the government's management of tourism. This study takes the perspective of government management as the research entry point, and integrates relevant theories such as public administration and economics to guide subsequent studies. Based on the relevant information obtained during the author's internship in Qiqihar as the data base, the management problems in the development of tourism in Qiqihar are deeply analyzed, and then the solutions are put forward. The main work of this study is to summarize the related research on tourism planning and development strategy at home and abroad, understand the results of existing research, and support the continuation of this study. The basic research part mainly introduces the concepts of tourism, tourism and tourism resources, and introduces the theory of new public management and the theory of sustainable development. Then it introduces the basic situation, existing achievements and existing problems of tourism development in Qiqihar, and analyzes the problems by using the data collected during the author's internship and the open information on the Internet. The last part is the tourism development planning of Qiqihar. This part analyzes the advantages and disadvantages of Qiqihar's tourism industry. Then combined with the previous analysis of the existing problems of Qiqihar tourism to carry out a comprehensive analysis from different perspectives of Qiqihar tourism development planning strategies.
