| 美国对中国实施贸易特保措施的原因及对策分析
摘 要
特别保障措施作为其他国家针对中国产品的出口而采用的一种贸易救济措施，已成为WTO成员对华贸易中频繁使用的招数，直接影响了我国一些企业的出口。因此，本文以中美轮胎特保案为例，研究并分析了美国对中国实施的特保措施，以有效应对美国的贸易保护主义倾向。美国对中国实施贸易特保措施主要基于：两国贸易结构的长期失衡、美国对中国高新技术产品出口的限制、转口贸易以及外商在我国国内的直接投资，这些因素都直接或间接地扩大了美中货物贸易逆差。为应对特保措施，我国应该积极合理地利用多边贸易体制、维护贸易自由化；注重双边磋商，避免特保对我国贸易的消极影响因第三方国家的“连锁特保”而扩大；以特保措施为契机，全面深化改革，继续扩大开放、创新体制,加快推进区域经济合作。

ABSTRACT
As a trade remedy measure adopted by other countries for the export of Chinese products, the special safeguard measure has become a frequent method used by WTO members inthe trade with China, which directly affects the export of some Chinese enterprises. Therefore, this paper takes the the special safeguard measures imposed by the United States on Chinese tires as an example to study and analyze the special protection measures implemented by the United States to China in orderto effectively deal with the trade protectionism tendency of the United States. The main reasons for the special safeguard measures adopted by the US against China are: the US trade deficit with China,the US restrictions on the export of high-tech products to China, entrepot trade and foreign direct investment in China, which directly or indirectly enlarge the US trade deficit in goods with China. In order to deal with the special safeguard measures,China should actively and reasonably use the multilateral trade system and maintain trade liberalization. Emphasis should be placed on bilateral consultations to avoid the negative impact of special guarantees on China's trade being expanded by the "chain special guarantees" of third countries. We will mobilize the enthusiasm of local governments and enterprises and establish a high-quality development mechanism. We will take the special protection measures as an opportunity to comprehensively deepen reform and open wider to the outside world, and open up a new cycle and new landscape.
