| 巴彦淖尔市城市社区教育发展中存在的问题及对策 内容提要 发展社区教育是加快学习型社会建设和推动终身学习模式形成的关键。此外，社区教育高水平发展也对社会的和谐发展、教育的全面发展等方面具有积极意义。上世纪末，终身教育理念出现并得到了大多数人的认可。同时，在终身学习思想普及和建设学习型社会的不断研究过程中，“社区教育”这一概念产生并逐渐成为当时学者们关注的焦点。但受各方面综合因素的影响，我国中西地区城市社区教育发展还在探索阶段。 本文以巴彦淖尔市临河区长青社区为例，从社区教育的内涵入手，对社区教育理论的深度分析，阐明发展社区教育的重要性。其次，通过分析文献、整理问卷等方法，总结出巴彦淖尔市城市社区教育发展中主要存在居民参与积极性不高、管理体制机制不健全、资源开发利用不充分等问题。最后，从提高居民参与积极性、完善体制机制、整合教育资源等方面提出优化巴彦淖尔市城市社区教育发展的建议。巴彦淖尔市社区教育的科学、全面发展对提高居民素质、维护社会安定、推进终身教育体系的完善，构建新型学习型城市都有重要作用。 关键词：社区教育 终身教育 学习型城市 Abstract The development of community education is the key to expedite the construction of learning society and push forward the shape of lifelong learning model. In addition, the high-level development of community education has positive effect for the concord development of society and the comprehensive development of education.And of the last century, the concept of lifelong educt the eation gained wide acceptance.Meanwhile, the concept of "community education" was born in the process of continuous research on the dissemination of lifelong learning ideas and the construction of a learning-type society, and has attracted the attention of scholars at that time. However, due to a lot of factors,the educational development of the urban communities in the northwest region of china is still in the research stage. This article takes as an example the Changqing community in the linhe district ,in Bayannaoer City, begining with the connotation of Community education,an in-depth analysis of the theory of Community education and expound the importance of the development of Community education.Then, through the methods of literature analysis and survey by questionnaire,it was concluded that the main problems in the development of community education in Bayannaoer city were that the residents were not initiative involved,the administrative management system were faultiness , and the resources were not fully developed and used.In the end, the paper puts forward the mine suggestions to majorization the development of urban community education in Bayannaoer City from the aspects of improving the enthusiasm of the residents to participate,improving the administrative management system and integrating the education resources.The scientific and totally development of the community education in Bayannaoer city played an majoy role in improving the quality of the residents, stick up for the social stability,give impetus to the improvement of the lifelong education system, and building a new learning city.
