| 浅析公共财政与社会保障体系建设 摘要:公共财政和社会保障体系具有十分重要的关联，对于我国的社会保障工作来讲，其主要支出资金是由国家财政部门所提供的。国家的公共财政是我国人民收入的重新分配机构，对于社会保障体系建设来讲，主要是我国人民进行相关社会保险的缴纳，当满足一定缴纳年限和年纪要求时，可以实现社保基金的有效分配和利用。本文首先针对公共财政与社会保障体系等相关概念进行阐述，然后分析我国目前的社会保障体系发展情况，并且对其面临的困难进行分析。最后提出加强社会保障体系建设的相关策略，包括加强社保经办服务能力建设、弥补养老资金缺口、加强社会保障基金统筹管理工作以及加大社会保障资金投入。旨在能够更好地通过公共财政力量实现社会保障体系的建设和完善，促进国民发展。 关键词：公共财政；社会保障体系；养老基金；统筹管理；社保经办服务 Abstract: public finance and social security system have a very important connection,for China's social security work, the main expenditure funds are provided by the national financial department. The national public finance is the redistribution organization of people's income in China.For the construction of social security system,it is mainly for the people of China to pay the relevant social insurance. When they meet the requirements of a certain payment period and age,they can realize the effective distribution and utilization of social security funds. In this paper, the public finance and social security system and other related concepts are described,and then the development of China's current social security system is analyzed, and the difficulties it faces are analyzed. Finally, it puts forward the relevant strategies to strengthen the construction of social security system, including strengthening the construction of social security agencyservice capacity, making up for the gap of pension funds,strengthening the overall management of social security funds and increasing the investment of social security funds. The purpose is to better realize the construction and improvement of social security system through public finance and promote national development.
