After the problem of adding elevators in old residential areas has been written into the government work report for two consecutive years, many cities have issued encouraging and guiding policies. However, the implementation process of the livelihood project ofinstalling elevators in old residential areas in Chengdu is mixed. Due to the disagreement between high-rise residents and low-rise residents,inconsistent interest demands and difficult coordination,the elevator installation of some old residential areas in Chengdu is mainly "stuck" at the point of residents' negotiation.
