| 成都老旧小区加装电梯喜忧参半：公共政策推行“细节精细化” 中文摘要 国务院提出的新旧改政策，“旧楼加装电梯”突然成为新闻热词和热议话题。老旧小区增设电梯问题连续两年被写进政府工作报告后，不少城市出台了鼓励和引导政策。然而，成都市老旧小区加装电梯这一民生工程推行过程喜忧参半。由于高层住户和低层住户之间意见不统一、利益诉求不一致、协调难度大，成都市有些老旧小区的电梯安装主要“卡”在了居民协商这个关口。当居民自治“失灵”时，政府该如何协调和应对？政策制定者如何提高公共政策的适用性和合理性？公共政策落实推行中如何实现“细节精细化”，让政策效应和制度善意得到充分地释放是值得总结和探索。 关键词：新旧改政策;公共政策;城市建设;社会治理 ABSTRACT The new and old reform policy proposed by the State Council,"installing elevators in old buildings" has suddenly become a hot topic in the news. After the problem of adding elevators in old residential areas has been written into the government work report for two consecutive years, many cities have issued encouraging and guiding policies. However, the implementation process of the livelihood project ofinstalling elevators in old residential areas in Chengdu is mixed. Due to the disagreement between high-rise residents and low-rise residents,inconsistent interest demands and difficult coordination,the elevator installation of some old residential areas in Chengdu is mainly "stuck" at the point of residents' negotiation.
