| 资本下乡的风险及防范措施研究 摘要：随着城镇与乡村的逐渐平衡发展的趋势，以及国家推出种种优惠政策， 工商资本在全国范围内向农村地区流动。 在中国，农业与农村的发展离不开资本的注入，将资本转移到农村， 可以振兴农村经济，促进农业发展资本下乡可以让城镇中多出的资金更有效的利用， 这一举措可以让二、三产业带动农业的发展。 但是随着资本下乡的深入，它所带来的矛盾也在渐渐显现出来， 资本与农村发展磨合问题上暴露出很多麻烦。 本文首先研究了工商资本下乡的相关概念和发展现状， 然后分析了安徽省工商资本下乡存在盲目下乡 、土地流转、“非农化”经营风险、农民利益受损等风险， 并对资本下乡存在的风险原因进行了分析， 最后提出了畅通工商资本下乡渠道、加强资本 下乡风险防控、健全监督管理机制、借助优势实现双方共赢的措施。 关键词：资本下乡； 风险； 防范措施 Abstract：With the trend of balanced development between towns and villages, and the introduction of various preferential policies, industrial and commercial capital flows to rural areas throughout the country. In China, the development of agriculture and rural areas cannot be separated from the injection of capital. The transfer of capital to rural areas can revitalize the rural economy, and the promotion of agricultural development capital to rural areas can make more effective use of the extra funds in cities and towns. This measure can enable the secondary and tertiary industries to promote the development of agriculture. However, with the deepening of capital to the countryside, the contradictions brought by it are gradually appearing, and a lot of trouble has been exposed on the run-in of capital and rural development. At first, this paper studies the related concepts of industrial and commercial capital to the countryside and the development present situation, and then analyzes the industrial and commercial capital to the countryside in anhui province is blind to the countryside, land circulation, "non-agricultural" operational risks, risk of damage to the interests of farmers and so on, and the cause of the risk in the capital to the countryside are analyzed, and finally puts forward the open channels of industrial and commercial capital to the countryside, strengthening the prevention and control of risk capital to the countryside and improve the supervision and management mechanism, with the help of advantage to realize the win-win situation.
