摘 要

粤港澳大湾区是中国湾区建设新阶段的重要尝试，大湾区内部存在制度差异，利益之争是其重要的区情，而随着《粤港澳大湾区发展规划纲要》的提出，湾区航运金融的合作倍受瞩目，文章从“多中心”的视角，湾区的实际情况、国际著名湾区的经验梳理了粤港澳大湾区航运金融合作形成的基础和条件，提出了兼顾效率和均衡的粤港澳大湾区协同发展的新理念，用创新联动、利益共享、共同发展的新理念推动粤港澳大湾区航运金融发展。文章以香港、广州、深圳、澳门四个中心城市为例，探讨四个中心城市的航运金融合作，通过对发展航运金融所面临的机遇和障碍的分析，提出合作的内容和步骤，并结合世界著名港口发展航运金融合作的经验，提出进行航运金融合作的对策建议，从而构建一个利益共享的现代产业体系、多中心城市协调发展格局、促进要素跨境流动、推动形成内外联动的统一市场。
