| 河北省钢铁行业出口贸易的问题及发展对策研究 摘 要 钢铁工业是河北的支柱产业,但严重的产能过剩不仅影响了行业竞争秩序, 也严重影响了京津冀区域的环境质量。 本文分析了河北钢铁工业现状,指出其产能过剩的特点和严重性, 从宏观经济形势、产能扩张机制、政绩评价机 制和受京津地区影响等方面分析了产能过剩的原因。 提出化解河北钢铁工业过剩产能问题的关键是生态环保, 必须充分考虑河北环境容量与钢铁产能的关系, 从政府、产业和企业三个不同层次全面推进生态更新。 关键词：河北省; 钢铁工业; 产能过剩; 生态更新 Abstract Iron and steel industry is the pillar industry in Hebei, but the serious overcapacity not only affects the competition order of the industry, but also seriously affects the environmental quality of the Beijing-Tianjin-Hebei region. This paper analyzes the present situation of Hebei iron and steel industry, points out the characteristics and severity of its overcapacity, and analyzes the causes of overcapacity from the aspects of macroeconomic situation, capacity expansion mechanism, performance evaluation mechanism and affected by the region. It is suggested that the key to solve the problem of excess capacity of Hebei iron and steel industry is ecological environmental protection, and the relationship between Hebei environmental capacity and iron and steel capacity must be fully considered, and ecological innovation should be promoted from three different levels of government, industry and enterprise.
