淮河南瑞水利工程健康监测与安全评价 摘要 在国民经济稳定增长的大背景下,水利水电行业实现了长足发展。但在水利行业蓬勃发展的同时,水利工程的施工安全问题也变得日益突出。尽管施工企业采用了诸多安全评价办法,但鉴于水利工程施工过程中存在的不安全因素具有很强的模糊属性,而目前施工企业普遍使用的安全评价方法在定量评价方面效果非常一般,导致水利工程施工安全问题依然非常严峻。因此,对水利工程施工阶段安全评价方法的进一步研究,对实现水利行业的健康发展具有重要意义。 本文以淮河南瑞集团的一个大型水利工程安全监测项目为研究对象,对其进行项目全过程管理的研究。首先,回顾并分析了国内外项目管理相关研究的现状,结合淮河南瑞集团水利工程项目管理中存在的不足,确定了本文的总体框架与研究方向。然后,从水利工程管理理论出发,从进度管控、成本管控、质量管控、安全管控四个方面进行了介绍,并针对实际存在的问题提出了解决方案和实施措施,将项目管理理论与项目实际情况有机结合。最后,以安全监测淮河南瑞项目为实际案例,阐述了项目管理控制理论在工程安全监测项目上各环节的运用。论证了改进进度、成本、质量和安全四个目标控制措施的实施效果,总结了安全监测项目管理过程中遇到的问题和解决方案。本项研究为淮河南瑞集团安全监测项目的管理积累了宝贵的经验,有效的提升了公司安全监测项目的管理水平,极大的提升了淮河南瑞集团在此类工程项目中的市场竞争力。 关键词:项目管理、水利工程、安全监测 Abstract Under the background of stable growth of national economy,water conservancy and hydropower industry has achieved considerable development. However, while the water conservancy industry is booming,the construction safety of water conservancy projects has become increasingly prominent. Although many safety evaluation methods have been adopted by construction enterprises, in view of the strong fuzzy attributes of unsafe factors existing in the construction process of water conservancy projects, At present,the safety evaluation method commonly used in construction enterprises has a very general effect on quantitative evaluation, which leads to the construction safety problem of water conservancy projects. Therefore, the further study of safety evaluation methods in the construction stage of water conservancy projects is of great significance torealize the healthy development of water conservancy industry. A large-scale water conservancy project safety monitoring project of 淮河南瑞 Group is studied in this paper. First of all, review and analyze the current situation of project management related research at home and abroad, combined with the shortcomings of 淮河南瑞 Group water conservancyproject management, determine the overall framework and research direction of this paper. Then, starting from the theory of water conservancy project management,this paper introduces four aspects: schedule control, cost control,quality control and safety control,and puts forward solutions and implementation measures to solve the actual problems, which organically combines the project management theory with the actual situation of the project. Finally, taking the safety monitoring 淮河南瑞 project as the actual case,this paper expounds the application of the project management control theory in the engineering safety monitoring project. The implementation effect of the four target control measures of improving progress, cost, quality and safety is demonstrated,and the problems and solutions encountered in the process of safety monitoring project management are summarized. This study has accumulated valuable experience for the management of 淮河南瑞 Group's safety monitoring projects, effectively promoted the management level of the company's safety monitoring projects, and greatly enhanced the market competitiveness of 淮河南瑞 Group in such projects.
