摘 要

为解决农村的经济发展问题，党中央连续十八年关注“三农”问题，2021年中央一号文件提出，在未来的五年时间里，要把电子商务进农村以及农产品进城作为一个重点任务深入推进，促进乡村振兴建设全面发展，有效推动城乡的生产与消费对接。在党中央及政府的大力支持下，青海省农村电子商务发展取得了良好成效，但其还处于初期发展阶段，金融支持在其发展中起着不可替代的重要作用。因此，本文着重对青海省农村电商的发展及其金融支持问题进行研究。

首先，对相关文献及理论进行归纳，通过对国内外学者在农村电子商务及金融支持领域研究成果的梳理，了解学者研究所涉及和未涉及的领域；其次，对农村电子商务及金融支持的理论基础进行描述，对农村电子商务与金融支持间的关系以及农村电子商务的可行性进行一定的分析；然后，通过实地走访调研及政府、银行等官方网站信息，对青海省农村电子商务发展的现状进行描述，同时，对金融支持方面存在的问题进行分析；为了使研究更为真实及合理，文章中采用案例分析的方法，以循化撒拉族自治县（以下简称循化县）电子商务为案例对象进行SWOT分析，进而引入层次分析法（AHP），通过较为科学的方式为循化县电子商务未来发展提供战略支持。最后从金融支持角度，为青海省农村电子商务高质量发展提出相应的对策及改进措施，也为青海省农村电子商务高质量发展提供参考借鉴。

ABSTRACT

To solve the problem of rural economic development,the CPC Central Committee has been paying attention to the "three rural issues" for eighteen years. In 2021, the No.1 central document proposed that in the next five years,e-commerce should be promoted into the countryside and agricultural products into cities as a key task to furtherpromote the comprehensive development of Rural Revitalization and construction, and effectively promote the production and consumption of urban and rural areas. With the strong support of the Party Central Committee and the government,the development of rural e-commerce in Qinghai Province has achieved goodresults, but it is still in the initial stage of development, and financial support plays an irreplaceable role in its development. Therefore, this paper focuses on the development and financial support of rural e-commerce in Qinghai Province.

Firstly, the relevant literature and theories are summarized,and the research results of domestic and foreign scholars inthe field of rural e-commerce and financial support are sorted out to understand the fields involved and not involved;secondly, the theoretical basis of rural e-commerce and financial support is described, and the relationship between rural e-commerce and financial support and the feasibility of rural e-commerce are discussed Then, through on-the-spot investigation and government, bank and other official website information, this paper describes the current situation of the development of rural e-commerce in Qinghai Province, and analyzes the problems in financial support. In order to make the research more real and reasonable,this paper uses the method of case analysis,taking Xunhua Salar Autonomous County (hereinafter referred to as Xunhua County) as an example ）E-commerce as the case object of SWOT analysis, and then the introduction of analytic hierarchy process (AHP), through a more scientific way to provide strategic support for the future development of e-commerce in Xunhua County. Finally, from the perspective of financial support,this paper puts forward corresponding countermeasures and improvement measures for the high-quality development of rural e-commerce in Qinghai Province, and also provides reference for the high-quality development of rural e-commerce in Qinghai Province.
