摘要

自二十世纪九十年代开始，日本非营利组织迅速发展壮大，其发展现状与在社会发展的突出表现引起人们的关注。目前，日本非营利组织呈稳定的发展趋势，从根本的原因上分析，这与政府对非营利组织的行政支持有很大的关系。政府通过制定相关法律法规、搭建人才交流平台为非营利组织提供了稳定的发展环境，并以经济资助的方式降低了其活动运营成本，增强了非营利组织的综合能力。综合来看，日本政府的一系列举措，为非营利组织的发展提供了坚实的基础，同时为其他国家发展非营利组织活动提供参考价值。本文将从社会层面和国际层面分析非营利组织的社会贡献，在社会层面，非营利组织关注社会发展过程中产生的问题，例如灾害救助、儿童贫困问题以及人口老龄化问题等，而在国际交往层面，日本民间外交促进了中日关系正常化。日本非营利组织参与的这些社会服务活动与国际协作活动，在一定程度上缓解了社会的矛盾，促进日本社会的发展，增强了日本与受援国之间的联系，树立了良好的国家形象。

Abstract

Since the 1990s, Japan's non-profit organizations (NPO) have developed rapidly,and their development status and outstanding performance in social development have attracted people's attention. At present, Japan's non-profit organizations show a steady trend of development,which is fundamentally related to the government's administrative support for non-profit organizations. The government has provided a stable development environment for NPOs by formulating relevant laws and regulations and building a talent exchange platform,and reduced the operating cost of their activities by means of financial assistance, thus enhancing the comprehensive ability of NPOs. Taken together, a series of measures taken by the Japanese government have laid a solid foundation for the development of NPOs and at the same time provided reference value for the development of NPOs in other countries. This article from the social level and international level analysis nonprofit social contribution, at the social level, nonprofit organization issues occurring in the process of social development, such as disaster relief, the problem of child poverty and an aging population, etc., and in the international communication level,Japan people-to-people diplomacy to promote the normalization of relations between China and Japan. These social service activities and international cooperation activities participatedby Japanese non-profit organizations have, to a certain extent,alleviated social contradictions,promoted the development of Japanese society, enhanced the connection between Japan and the recipient countries, and established a good national image.
