摘要

“民族要复兴，乡村必振兴。”2021年2月21日，中共中央、国务院发布“十四五”开局之年的中央一号文件《关于全面推进乡村振兴加快农业农村现代化的意见》。2020年，全面建成小康社会取得伟大历史性成就，决战脱贫攻坚取得决定性胜利。2020年后，我国扶贫工作重点由消除绝对贫困逐步调整为有效减少相对贫困，相对贫困地区的可持续发展和相对贫困群体生活条件的不断改善仍然是我国全面发展的核心。脱贫攻坚取得胜利后，要全面推进乡村振兴，这是“三农”工作重心的历史性转移，在打好脱贫成果巩固战的同时，着眼于建设现代化乡村，加快城乡一体化脚步。基于此，我们采用问卷调查、实地访问等形式，对喀左地区四类群体进行调查分析，同时结合官方发布的数据，建立数学模型分析了扶贫期间存在的问题以及最优脱贫手段。本文将立足于乡村振兴大背景，探索喇沁左翼蒙古族自治县脱贫攻坚成效巩固与提升的路径，旨在为辽宁省打赢脱贫攻坚战和实施乡村振兴战略提供参考。

Abstract

"To revitalize the nation, the countryside must be revitalized." On February 21, 2021, the CPC Central Committee and the State Council issued the No.1 central document "Opinions on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization" in the beginning year of the 14th Five-Year Plan.In 2020, we will achieve great historic achievements in building a moderately prosperous society in all respects and a decisive victory in the decisive battle against poverty. After 2020, the focus of my country's poverty alleviation work will be gradually adjusted from eliminating absolute poverty to effectively reducing relative poverty. The sustainable development of relatively poor areas and the continuous improvement of the living conditions of relatively poor groups remain the core of my country's overall development. Relatively speaking, the region is still in a less developed nation status, relative poverty and relative poverty is more concentrated areas. Based on this, we used questionnaires,field visits and other forms to investigate and analyze the four groups of people in Kazuo. At the same time, combined with officially released data,we established a mathematical model to analyze the problems that existed during poverty alleviation. Based on the background of rural revitalization,this article will explore the ways to consolidate and improve the effectiveness of poverty alleviation in Laqin Left Mongolian Autonomous County, aiming to provide reference for Liaoning Province to win the poverty alleviation battle and implement the rural revitalization strategy.
