摘要

本文从把握财政透明度的内涵入手，认识到财政透明“度”的范畴。通过研究我国财政透明度发展的四大阶段，以及学习发达国家先进经验的基础下，认识到提升我国财政透明度的路径选择主要有夯实财政法制建设、深化政务公开、提高预算透明度、坚持税收法治透明以及完善财政监督体系五大方面。

ABSTRACT

This paper starts with grasping the connotation of financial transparency and realizes the category of financial transparency. On the basis of studying the four stages of the development of fiscal transparency in China and the advanced experience of the developed countries, it is realized that the main ways to improve the fiscal transparency in China are to consolidate the construction of financial legal system, deepen the openness of government affairs, improve the transparency of budget, adhere to the transparency of tax rule by law and perfect the financial supervision system.
