| 财政转移支付的减贫效应研究
[摘要] 近年来脱贫攻坚任务是我国最重要的一项民生任务，是全社会关注的热点。在脱贫攻坚中财政转移支付的作用举足轻重，财政转移支付不仅为脱贫攻坚提供强有力的政策和资金支持，还切实地达到了减贫效果，它所起到的减贫效应是巨大的，可以说财政转移支付与今天全面脱贫的成果有着密不可分的关系。本文从理论上阐述了财政转移支付促进减贫的作用机理, 研究了我国在脱贫攻坚的任务中财政转移支付带来的减贫效应，主要有提高贫困人口人均纯收入、提升贫困地区基本公共服务质量、改善贫困人口生活环境、促进贫困地区经济发展，同时探讨我国财政转移支付在促进减贫中的主要问题及其提升减贫效应的政策建议。

Research on the Poverty Reduction Effect of Financial Transfer Payment
Abstract: In recent years, the task of poverty alleviation is the most important task ofpeople's livelihood in our country, and it is a hot spot of concern of the whole society. Fiscal transfer payment plays an important role in poverty alleviation.Fiscal transfer payment not only provides strong policy and financial supportfor poverty alleviation, but also achieves the effect of poverty alleviation. The effect of poverty alleviation is huge.It can be said that Fiscal transfer payments are inextricably linked to the results of today’s comprehensive poverty alleviation. This paper theoretically explains the mechanism of fiscal transfer payment in promoting poverty reduction, and studies the poverty reduction effect brought by fiscal transfer payment in the task of poverty alleviation in China,which mainly includes increasing the per capita net income of the poor, improving the quality of basic public services in poor areas, improving the living environment of the poor, and promoting economic development in poor areas. At the same time,it discusses the main problems of fiscal transfer payment in promoting poverty reduction and the policy recommendations to enhance the poverty reduction effects.
