| 娱乐场所聚众吸毒抓捕行动研究—以西 宁市公安局为例 摘要：娱乐场所聚众吸毒现场具有空间环境复 杂、人数多且串联抵抗、吸毒人员状态不稳以及现场易被破坏和取证困难等特点。 由于未能形成警力优势，对关键人员和关键场所控制不力， 抓捕行动前信息不全、方案不充分、 缺乏证据意识等问题，致使案件查处陷入困境。 应充分利用各种资源获取可靠信息，制定科学方案以明确职责分工， 针对案件性质及时固定关键证据，做好抓捕行动前的保密工作。 本次研究以西宁市公安局为主探究娱乐场所聚众吸毒抓捕行动的过程， 制定更有效、更安全、更优化的行动方案。 关键词：娱乐场所； 聚众吸毒； 抓捕行动 Research on arresting actions of gathering crowds in entertainment venues for drug abuse --Take Xining Public Security Bureau as an example Abstract：The drug-taking scene in entertainment venues has the characteristics of complex space environment, large numbers of people and series resistance, unstable status of drug users, easy destruction of the scene and difficulty in obtaining evidence. The failure to form a police force advantage, ineffective control of key personnel and key places, incomplete information, inadequate plans, and lack of awareness of evidence before the arrests have caused the investigation and handling of the case to be in a difficult situation. We should make full use of various resources to obtain reliable information, formulate scientific plans to clarify the division of responsibilities, fix key evidence in a timely manner according to the nature of the case, and do a good job of confidentiality before arrests. In this study, the Xining City Public Security Bureau mainly explored the process of drug-taking arrests in entertainment venues, and formulated a more effective, safer and more optimized action plan.
