深圳市中小学周边交通综合改善规划研究—— 以南山区7所学校为例

深圳市中小学周边交通综合改善规划研究—— 以南山区7所学校为例


摘要

随着深圳市的发展,我市机动车保有量年均增长约15%,并于2014年9月突破300万辆,成为国内第二个汽车保有量超过300万辆的城市。按道路里程计算,我市每公里道路上机动车超过440辆,平均每公里道路车辆数为全国最高。随之而来的是交通拥堵、不利于民生改善甚至影响社会稳定等负面影响,其中在上下学时间段内,学校及周边地区拥堵现象更为明显。学校作为城市重要的公共配套设施,是为社会培养人才、传播知识的场所,是城市发展不可或缺的功能配套。学校特殊的功能地位,决定了学校往往位于城区中心地带或大型居住区等人流车流密集交通较为繁忙的地区。因此本文聚焦于如何改善深圳市中小学周边交通状况。

本研究通过对深圳市南山区7所中小学上下学时期周边地区的调研及资料的收集,对学校周边道路、公交、人行、停车以及交通管理等子系统进行调查分析,找出存在的主要交通问题,并深入剖析问题存在原因。针对已调查的交通问题,通过慢行交通、绿色交通为理论导向,运用交通稳静化理念以及儿童友好城市理念下安全街区与出行路径研究理念,对深圳市7所中小学上下学时期周边地区交通进行改善规划研究。改善了中小学生上下学时间段交通运行情况,鉴于深圳市南山区独特复杂的交通现状,同时可用于指导其他城区相似的中小学上下学时间交通问题,进而辐射至全国其他城市。

ABSTRACT

With the development of Shenzhen,the average annual growth rate of motor vehicle ownership in Shenzhen is about 15%, and exceeded 3 million in September 2014, becoming the second city in China with more than 3 million vehicles. According to the road mileage calculation,there are more than 440 motor vehicles per kilometer in our city, and the average number of vehicles per kilometer is the highest in China. The following is the negative impact of traffic congestion,which is not conducive to the improvement of people's livelihood and even social stability. Among them, the congestion phenomenon in schools and surrounding areas is more obvious during the period of schooling. As an important public supporting facilities in the city,the school is a place to cultivate talents and spread knowledge for the society, and is an indispensable functional support for urban development. The special functional status of the school determines that the school is often located in the urban center or large residential areas and other densely populated areas with heavy traffic. Therefore, this paper focuses on how to improve the traffic conditions around primary and secondary schools in Shenzhen.

Through the investigation and data collection of the surrounding areas of 7 primary and secondary schools in Nanshan District of Shenzhen City during the period of going to and from school, this study investigates and analyzes the sub-systemssuch as road, bus, pedestrian, parking and traffic management around the school,finds out the main traffic problems and deeply analyzes the causes of the problems. Aiming at the traffic problems that have been investigated,based on the theory of slow traffic and green traffic,using the concept of traffic calming and the concept of safe block and travel path research under the concept of child friendly city, this paper studies the traffic improvement planning of the surrounding areas of seven primary and secondary schools in Shenzhen. In view of the unique and complex traffic situation in Nanshan District of Shenzhen, it can be used to guide similar traffic problems of primary and secondaryschools in other urban areas, and then radiate to other cities in China.
