优化营商环境中的城市品牌问题及对策研究——以济南市为例

摘要:在国务院发布的《优化营商环境条例》中,营商环境是指企业等市场主体在市场经济活动中所涉及的体制机制性因素和条件。营商环境优化是以习近平同志为核心的党中央提出的经济发展新方略, 也是十九大之后“放管服”改革的新目标。也就是说优化营商环境, 是顺应政府改革需求的重要目标, 承载着行政体制改革的新责任与新使命。近年来,济南市坚决贯彻党中央重要指示,推进“放管服”改革,推动营商环境升级。但济南市在优化营商环境过程中仍存在着一些问题,本文就济南市优化营商环境过程中的城市品牌问题进行研究并提出解决措施。

Study on Urban Brand Problems and Countermeasures in Optimizing Business Environment

-- Take Jinan City as An Example

Abstract : In the Regulations on Optimizing the Business Environment issued by the State Council, the business environment refers to the institutional factors and conditions involved in market economic activities of market entities such as enterprises. Improving the business environment is a new economic development strategy put forward bythe CPC Central Committee with Comrade Xi Jinping at the core,and a new goal for the reform of streamlining regulation and improving services after the 19th CPC National Congress. That is to say, optimizing the business environment is an important goal to meet the reform needs of the government and bears the new responsibility and mission of administrative system reform. In recent years, Jinan has resolutely implemented the important instructions of the CPC Central Committee,promoted the reform of "delegating supervision and service", and promoted the upgrading of the business environment. However, there are still some problems in the processof optimizing the business environment in Jinan City. This paper studies the city brand problems in the process of optimizingthe business environment in Jinan City and puts forward solutions.
