| 榆神工业区转型持续发展的思路和对策研究 摘要 自从改革开放以来，随着参与国际市场制造分工，我国工业园初步开始建立并发展，工业园区的建立有着更好的解决地方就业、带动地方经济发展、推动城市现代化建设、改善投资环境以及全面引导产业聚集等诸多功效。在第十三个五年规划中积极响应国家号召，榆神工业区不断地超额完成市委、市政府下达的年度工作目标任务，2019年园区完成固定资产投资235亿元，同比增长18.03%；工业总产值504.35亿元，同比增长10.74%。2020年截至7月底完成固定资产投资126.74亿元，同比增长21.94%；工业总产值238.79亿元。财政增速在全市12县市区及两大开发区排名中名列前茅，实现了跨越式发展。虽然榆神工业区发展取得了一定的成绩，但是与全国乃至世界先进工业园区仍然存在不小差距，在可持续发展、企业转型升级、绿色经济方面依然存在不足。 工业园的发展涉及多个工业领域，高新技术云集，转变发展模式需要考虑企业转型升级、可持续发展、环境保护等多个因素考虑。从转型升级出发，发展榆神工业区需要放眼于全局，统筹兼顾；从可持续发展出发，发展榆神工业区需要综合产业链的不断完善；从保护环境出发，榆神工业区需不断创新，坚持科学发展观实现绿色发展。本文立足于榆神工业区的发展历程，参考了我国先进工业区的发展模式和经验，继而结合榆神工业区的实际情况，提出了工业区转型持续发展中存在的问题，并就对于存在的问题，提出了解决思路及对策。 关键词：可持续发展；转型升级；工业园区 Abstract Since the reform and opening up, with the participation in the division of labor in the international market, my country’s industrial parks have initially begun to be established and developed. Actively responding to the national call in the 13th Five-Year Plan,Yushen Industrial Zone has continuously exceeded the annual work targets assigned by the Municipal Party Committee and the Municipal Government. In 2019, the park completed fixed asset investment of 23.5 billion yuan, an increase of 18.03% year-on-year; The total output value was 50.435 billion yuan, a year-on-year increase of 10.74%.As of the end of July, 2020, 12.674 billion yuan of fixed asset investment will be completed, a year-on-year increase of 21.94%; the total industrial output value is 23.879 billion yuan.The fiscal growth rate is among the best in the city's 12 counties,urban areas and two major development zones, achieving leapfrog development. Although the development of Yushen Industrial Zone has made certain achievements,it still has a big gap with the advanced industrial parks in the country and theworld, and there are still deficiencies in sustainable development, enterprise transformation and upgrading, and green economy. The development of industrial parks involves multiple industrial fields, with high-tech clusters.Changing the development model requires consideration of multiple factors such as enterprise transformation and upgrading, sustainable development, and environmental protection. Starting from transformation and upgrading,the development of Yushen Industrial Zone needs to look at the overall situation and make overall plans; starting from sustainable development, the development of Yushen Industrial Zone requires continuous improvement of the comprehensive industrial chain; starting from environmental protection, Yushen Industrial Zone needs continuous innovation.
