| 基于DEA的安徽省开发区经济运行效率研究 摘要： 近年来,开发区建设成为城市经济发展中的重要一环,对促进经济体制改革、改善投资环境、引导产业积聚、发展开放型经济发挥着不可替代的作用。与此同时,开发区也存在功能定位不清、产业结构趋同、资源配置粗放、生态环境恶化等约束,小而散的开发区现象一定程度存在,资源禀赋效率未能充分发挥。随着供给侧结构性改革的不断深入,开发区转型升级和优化整合迫在眉睫。本文围绕开发区资源配置效率和经济运行效率,选取安徽省开发区近年经济发展的投入产出指标,通过现状概述、存在问题研究,在此基础上通过DEA-CCR模型进行静态分析以及DEA-Malmquist指数法进行动态分析,构建指标和评价体系,计算全要素生产率,分析其动态变化特征和基础动力最后根据经济环境分析,紧扣宏观政策导向,结合省内开发区实际,从加快转型升级、科学配置资源、改革管理模式三个方面提出了有针对性、可行性的对策建议。 关键词：开发区、经济运行效率、数据包络分析 Abstract: In recent years, the construction of development zones has become an important part of urban economic development, which plays an irreplaceable role in promoting economic system reform, improving the investment environment, guiding industrial accumulation and developing an open economy. At the same time, there are some constraints such as unclear function orientation, convergence of industrial structure, extensive allocation of resources, and deterioration of ecological environment and so on. The phenomenon of small and scattered development zones exists to a certain extent, and the efficiency of resource endowment is not fully developed. With the deepening of supply-side structural reform, the transformation and upgrading of development zones and the optimization of integration are imminent. Based on the efficiency of resource allocation and economic operation of the development zones, this paper selects the input-output indicators of the economic development zones in Anhui Province in recent years, and studies the existing problems through an overview of the present situation. On this basis, the static analysis of DEA-CCR model and the dynamic analysis of DEA-Malmquist index method are carried out, the index and evaluation system are constructed, the total factor productivity is calculated, and the dynamic change characteristics and basic power are analyzed according to the economic environment. Based on the macro policy guidance and the reality of the development zone in the province, this paper puts forward some feasible countermeasures and suggestions from the following three aspects: accelerating the transformation and upgrading, scientifically allocating the resources and reforming the management mode.
