| 专业社会工作介入党员志愿者服务中作用研究
摘 要
在十九大工作报告中明确的提出了要加强基层党组织的建设力度，制定战略发展方针，从决策部署等方面来落实相应的工作，从基层党组织的建设宣传等方面来贯彻党中央的政策决定。要充分的加强党政思想的宣传力度，集合全体人民群众参与到社会主义事业的发展活动中。社区党员志愿者就是社区基层组织中最为重要的载体，因此需要从和谐社会的角度上来推动市场发展。不过当前我国绝大多数的基层地区党员干部的能力水平都比较低，在很多问题上的认知也不足。所以社区党员志愿者的服务工作就成为了基层社会工作的主要内容，本文以Y社区为例，对其专业社会工作介入党员志愿者服务中的作用进行分析，具有重要的研究意义。
本文以Y社区为例，使用了文献法、参与观察法、访谈法三个研究方法来对Y社区专业社工党员志愿者服务工作进行了分析与研究，首先分析了相关的背景知识，并阐述了相关的理论基础以及界定了相关的概念，如：社区志愿服务、社会工作方法、社会系统理论等。并以Y社区为例，阐述了Y社区党员志愿者服务工作情况的现状以及社工介入党员志愿者服务的优势。从对社工的服务的作用、对党员志愿者的作用以及对社区居民的作用阐述了社会工作介入党员志愿者服务的作用，随后研究了存在或可能存在的问题以及原因。最终提出了问题的对策及建议，如：搭建社工与党员志愿者沟通平台、贯彻社会工作理念，做好党建社工服务、加强供给侧改革，促进党建社工发展。希望本文的研究能够提供一些建设性的参考意见。

Research on the Role of Professional Social Work in Community Party Member Volunteer Service
Abstract
In the work report of the Nineteenth National Congress,it was clearly proposed to strengthen the constructionof grass-roots party organizations, formulate strategic development principles, and implement the corresponding work from the aspects of decision-making and deployment. From the grass-roots party organization construction propaganda and so on aspect carries out the party Central Committee's policy decision. It is necessary to fully strengthen the propaganda of the Party and government ideology and gather all the people to participate in the development of the socialist cause. Community Party member volunteers are the most important carriers in community grass-roots organizations, so we need to promote market development from the perspective of harmonious society. However, at present, the ability level of Party members and cadres in most grass-roots areas of our country is relatively low, and the cognition on many problems is also insufficient. Therefore, the service work of community party members and volunteers has become the main content of grass-roots social work. Taking Y community as an example,this paper analyzes the role of professional social work in the service of party members and volunteers. It has important research significance.
Taking Y community as an example,this paper uses three research methods: literature method, participation observation method and interview method to analyze and study the volunteer service work of Y community professional social worker party members. Firstly, it analyzes the relevant background knowledge,and expounds the relevant theoretical basis and definesthe relevant concepts, such as community voluntary service, social work method, social system theory and so on. Taking Y community as an example,this paper expounds the present situation of volunteer service for party members in Y community and the advantages of social workers intervening in volunteer service for party members. This paper expounds the role of social work in the service of party members,volunteers and community residents, and then studies the existing or possible problems and reasons. Finally, the countermeasures and suggestions are put forward,such as setting up a communication platform between social workers and party members and volunteers,carrying out the concept of social work, doing a good job in party building social work services, strengthening supply-side reform, and promoting the development of party building social workers. It is hoped that this study will provide some constructive suggestions.
